The Northern Aroostook Regional Airport was organized as a result of the shared vision of a few citizens in the St John Valley around 1969. Their vision was embraced by others over the next several years and culminated with the formation of an inter-local agreement established under the authority of the Maine Secretary of State and with the support of the director of aviation at the Maine Department of Transportation. The legal entity is the Northern Aroostook Regional Airport Authority. In 2018 the NARAA has five owners listed here according to their population: Fort Kent, Madawaska, Frenchville, St Agatha, and St John Plantation. It is operated under the direction of a nine member board of directors which hires a manager to conduct business on their behalf. Each owner municipality appoints one director for each 1,500 or fraction thereof of population based on the most current US Census.
